The following links, show scanned copies of correspondence sent in August 2009 to Mr. Joseph Quinn ("photographer") from the
U.S. Department of Commerce, National Institute of Standards and Technology (NIST).
The NIST is the US Government entity charged with investigating the collapse of the WCT towers, and consists mostly of highly trained engineers.
It relates to the release of photographs to the general public (images owned by the photographer) as the result of a "FOIA" Freedom of Information Act request by certain litigants.
The correspondence consists of a package of copied letters and thumbnail copies of the photographers submission.
Evidently this package of correspondence has been sent to each individual photographer
- several thousands of people - who submitted to the NIST copies of pictures taken on 9/11/2001.
The images include of a sequence of @ 37 digital photos, all taken from approximately 9:30 am - 10:30 am from a rooftop in Forest Hills, Queens,
with a clear view of the World Trade Center on the morning of 11 Sept 2001.
Note: The submitted photos show a view from the 1 Ascan Avenue rooftop terrace (7th floor), which is located approximately 7 miles due East of downtown Manhattan.
The NIST received an exact CD-rom copy of the images, with a signed disclosure form.
The submission of photos was in response to a general request
from the US Government for eyewitnesses to the events of 9/11, to submit their movies, photos, and other recordings for the ensuing investigation.
One of the chief NIST engineers that got back to the photographer, mentioned that their investigators had
not before seen the event from this particular vantage point. He remarked about the "thermal plume" as he described it (the mushroom cloud) shown rising over Manhattan.
The mushroom-shaped "plume" was from the second plane hitting the second tower. The longer stream of smoke was from the first hit.
